The Project

As part of a critical modernization effort at Dyess Air Force Base in Abilene, Texas, three buildings—4309, 8031, and 6015—were selected for renovation and upgrade to better support the base’s evolving operational needs. Building 4309,a former Boeing machine shop from the 1950s, was repurposed as a high-capacity deployment processing center to accommodate large troop mobilizations and daily equipment distribution. Building 8031, an existing SCIF facility, was slated for full renovation to meet updated ICS 705 security standards, while also providing modernized, flexible spaces for secure briefings and operations. Building 6015, the Wing Headquarters, required reconfiguration to improve its CAT and Alternate Command Post, add secure SCIF spaces, address structural and acoustic challenges, and ensure accessibility.

The Methodology

WestEast Design Group was contracted to deliver comprehensive bridging documents and conceptual design packages for all three facilities, totaling over 50,000 square feet. The team began with detailed site investigations and collaborated with AFCEC to gather operational requirements. Scope elements included hazardous material surveys, geotechnical evaluations, and fire water flow tests. Each facility was analyzed for compliance with UFC1-200-02 and HPSB criteria, with specific focus on ATFP, ICS 705 SCIF standards, and sustainable infrastructure performance. Design solutions focused on adaptability, future-readiness, and mission alignment, using open architecture principles where possible.

The Result

The bridging documents prepared by WestEast laid the groundwork for the successful execution of each facility’s transformation. There imagined deployment center in Building 4309 supports simultaneous processing of over 300 troops, while Buildings 8031 and 6015 now include secured, mission-critical spaces tailored to support command, control, and secure operations. WestEast’s deliverables served as the foundation for follow-on design-build efforts, helping ensure that Dyess AFB’s critical infrastructure remains secure, efficient, and ready for the demands of modern defense missions.
