The Project

WestEast is leading the master planning and urban design of a mixed-use district connecting Pearl, the Riverwalk, and SAMA, including site analysis, stakeholder engagement, programming, and a phased implementation strategy.

The Methodology

Jones Avenue sits in the corridor that links Pearl, the Riverwalk, and SAMA. The approach connects those places rather than treating the site as an island, moving between disciplined analysis and open exploration to reach a plan grounded in this part of San Antonio.

Disciplined. Rooted in research, analysis, and clear guiding principles.

  • A DNA Workshop to define guiding principles, experiential goals, and a cohesive programmatic framework.
  • Site analysis to identify opportunities, constraints, and spatial relationships.
  • Stakeholder engagement with SAMA, the River Authority, Pearl, and the City to align the plan with community needs.
  • Proven strategies from comparable districts, adapted to a San Antonio context and the site's role in the surrounding area.

Fluid. Responsive, adaptable, and open to exploration.

  • A continuous pedestrian experience that breaks down barriers and improves walkability, accessibility, and placemaking.
  • Visual and physical connections between the Riverwalk, the Broadway corridor, and adjacent cultural nodes.
  • Wayfinding, branding, and identity strategies that build a strong sense of place.
  • Public space activated through landscape, art, and public-realm interventions that draw people in at street, terrace, and river levels.

Purposeful. Focused on execution, feasibility, and long-term impact.

  • Programming and financial feasibility that supports both economic performance and a high-quality experience.
  • A phased implementation strategy built for early activation, flexibility, and sustained growth.
  • Sustainability and resilience built into the design, materials, and infrastructure.
  • A clear legacy: how the development succeeds today and stays relevant for future generations.

Every decision answers a few questions: What experiences will define this place? How do people move through it? What makes this site specific to San Antonio? How does its identity hold up as the area changes over time?

Jones Avenue is planned as more than another development. It is designed to anchor the corridor between Pearl and SAMA, activate the street and river levels, and support the next phase of growth in this part of San Antonio.
